Prepares
in coordination with various government agencies
and instrumentalities of the National Government,
annual plans and programs with respect to inflows
of funds from revenues and debt sources into the
Treasury; formulates and recommends policies,
plans and programs for the management of the National
Governments cash resources, domestic debt
and financial assets; provided technical advice
to operating units of the Bureau on appropriate
macroeconomic and financial accounting treatment
of National Government Accounts given data requirements
for plan preparation and policy formulation and
on matters of releasing programmed assistance
on government corporations; assesses results of
budgetary operations in relation to National Government,
budgetary, cash, debt and financial asset policies,
plans and programs; develops treasury statistics
for budgetary policies, plans and programs; rationalizes
Bureau reports; prepares special studies on impact
of treasury operations on monetary, fiscal and
financial policies, plans and programs; prepares
annual, medium and long-term plans of the Bureau.

FINANCIAL
MARKET MONITORING AND ANALYSIS DIVISION
Tasked
to continuously monitor, examine and analyze the
financial market related economic indicators and
attendant reaction within the financial market
place; attempt to predict changes in market expectations
based on economic indicators and financial market
trends, conditions and activities; provides technical
support and advice to BTr management and Auction
committee to better manage the issuance of government
securities; evaluates primary (bidding) and secondary
market performance of government securities eligible
dealers as well as secondary market trading of
government securities; prepares program of domestic
securities flotation of the National Government
and conducts studies and researches on capital
market development.

STATISTICAL
DATA ANALYSIS DIVISION
Coordinates
with operating units of the Bureau and other offices/agencies
of the government in the generation of statistics
for Cash Budget planning, policy formulation and
decision-making; analyzes and evaluates historical
statistics on government finance which are generated
by authorities and domestic/international offices
and institutions for plan preparation, policy
formulation and decision-making; develops Treasury
statistics for budgetary policies, plans and programs;
designs new statistical approaches and methods
for data generation on government fiscal operations;
provides technical advice in the design of statistical
formats required for plan preparation, policy
formulation and decision-making; acts as official
correspondent to the International Monetary Funds
(IMF), Government Finance Statistics (GFS) and
provide inputs to the IMFs Special Data
Dissemination Standards (SDDS); coordinates with
banks, government agencies and government-owned
corporations for other data needed in the preparation
of other related reports.

Coordinates
with other agencies of the national government
and operating units of the bureau in the preparation
of the annual and medium-term fiscal program of
the National Government; prepares in coordination
with operating units of the Bureau and other agencies
of the national government, the annual and medium
term plans and programs on inflows of funds from

for plan preparation and policy formulation; monitors
and prepares analysis of the sources and nature
of receipts and disbursements of the National
Government accounted for by the Bureau for classification
and incorporation in the weekly and monthly cash
operations reports to determine NG surplus/deficit
and magnitude of borrowings; assesses results
of actual budgetary and non-budgetary operations
of the National Government in relation to fiscal
programs and to the Bureaus policies, plans
and programs.

PLANNING DIVISION
Conducts
special studies on impact of Treasury operations
on monetary, fiscal and financial policies, plans

plans of the Bureau; in charge of the preparation
of the Bureaus monthly accomplishment and
annual reports as well as in the conduct of the
Bureaus annual strategic planning conference;
assess the performance of all services vis-à-vis
action plans; review and recommends changes in
the organizational structure and operating procedures
to achieve efficiency in the operations and improve
performance in the agency; develops and maintain
manuals of procedures and operations and other
management and operational aids in the Bureau;
rationalizes Bureau reports.
